Basic Payment Scheme - Registration
2016 Basic Payment Scheme (BPS) applications have to be completed online – unless an exemption applies.
In order to claim Basic Payment Scheme (BPS) you will need to be registered on the new government portal. This is an online registration initiative which has been rolled out over all government pathways. You can register over the telephone by contacting RPA on 03000 200 301. Alternatively, you will need to register with a company that can verify your identity such as The Post Office, Verizon, Experian, or Digidentity. The RPA need the reference number that they generate to generate an SBI number for your business. This firm can provide assistance should you require it. Once you are registered, you can also ask for this firm to be authorised to act on your behalf.
Following the completion of an online profile the next step is to build your land profile -Mapping. This will include checking maps and land parcels, classifying land parcels, adding landscape features, amending and transferring land parcels etc. The online system will also be used to document some EFA features.
The EU requirement to collect specific accountable person’s details of a business will be required from 2016 onwards. An ‘accountable person’ is someone who has a degree of control in a business and has a personal financial interest in the business (not including salaries). This removes professional trustees, non-equity directors, non-controlling beneficiaries, and minor shareholders as they do not meet both of these criteria.
